1.Maryland State Department of Education (MSDE) Early Education Programs

   

Child Care Subsidy
Program (formerly
Purchase of Care)

MCC supported the Governor’s proposed funding for the Child Care Subsidy Program. MCC also urged the General Assembly to reject a cut of $5 million that was recommended by the Department of Legislative Services.

The legislature approved a $110,900,000 appropriation, a $4 million increase over
FY 07, and also added language mandating $3 million be spent to increase reimbursement rates.

Division of Early Childhood Development (DECD) Budget

MCC supported the Governor's proposed funding for DECD.

The legislature approved an appropriation of $41,755,417. This represents an increase in funding of $6,677,044.

Maryland Child Care Resource Network

MCC supported the Governor’s proposal for the Network and urged an additional restoration of funds

The legislature approved $4.6 million in FY 08, the same amount appropriated in FY 07.

Office of Credentialing

MCC supported the Governor's proposed funding for the Office of Credentialing.

The legislature approved an appropriation of $1.1 million.

Judy Centers

MCC supported the Governor's request to continue funding for the Judy Centers.

The legislature approved an appropriation of $7,625,000.

Early Care and Education Enhancement Grants

MCC supported continued funding for MSDE to assist providers participating in State or National accreditation programs and to allow local school systems to purchase early care and education services.

$2,950,000 was approved by the legislature.

Family Support Centers

MCC supported the Governor's budget request for the statewide network of Family Support Centers and urged an additional restoration of funding.

The legislature approved $5.3 million in FY 08, the same amount appropriated in FY 07.

Head Start

MCC supported the Governor's request to maintain supplemental State funding for Head Start. The legislature approved $3 million in State funds for FY 08.

State Employees - Collective Bargaining - Negotiations

MCC monitored this legislation, which would authorize collective bargaining negotiations to include negotiations relating to the right of an employee organization to receive service fees from nonmembers.

State Budget- Modifications- Reporting

MCC monitored this legislation, which would require the State budget books to include a separate section listing of specified changes in policy or administration that would reduce the level of funding, services, or scope of services provided in any program or program area.

Maryland Partnership for Innovation and Quality in Family Child Care Act

MCC opposed this legislation, which would authorize family child care providers to designate which provider organization, if any, shall be the joint negotiating representative of all providers participating in the Child Care Subsidy Program.

Quality and Stability in the Personal Workforce Act

MCC monitored this legislation, which would grant independent providers who provide services that are reimbursed under the State Medical Assistance Personal Care Program or the State Waiver for Older Adults Program the right to form, join, or assist a labor organization for the purpose of collective bargaining.

Labor and Employment - Leave with Pay - Illness of Employee's Immediate Family

MCC supported this legislation, which would authorize employees of specified employers to use leave with pay for the illness of the employee's immediate family under certain circumstances.

Income Tax –
Earned Income Credit- Refundable Amount

MCC supported this legislation, which would increase from 20% to 25% the percentage of the federal earned income credit used for determining the amount that an individual with one or more dependents may claim as a refundable credit under the Maryland earned income credit.

Tax Credit for Cost of Employee Child Care Expenses

MCC supported this legislation, which would allow a credit against the State income tax for costs incurred by an employer for child care expenses if the employer pays at least 10% of those expenses.

MCC supported this legislation with an amendment, which would allow specified noncustodial parents making child support payments to claim an income tax credit for earned income under specified circumstances.

MCC supported this legislation, which would raise from 50% to 75% the percentage of the federal earned income credit used for determining the amount that individuals may claim as a credit against the State income tax.
